Bonn was made the capital of West Germany in 1949 due to its central location and historical significance. The city's location along the Rhine River made it easily accessible and provided a strategic position for governing the country. Additionally, Bonn had a long history as a cultural and political center, with its roots dating back to Roman times. This historical significance made it a fitting choice for the capital of West Germany. **

No, Berlin was not the capital before Bonn. Berlin has been the capital of Germany for most of its history, except for a period from 1949 to 1990 when Bonn served as the provisional capital of West Germany. After the reunification of East and West Germany in 1990, Berlin once again became the capital of the unified country. **

As the former capital of West Germany, Bonn has historical significance and infrastructure that could support it becoming the capital again. However, moving the capital back to Bonn would require significant resources and planning. It may be more practical to keep Berlin as the capital, as it has established itself as a global city and is already home to many government institutions. Ultimately, the decision should consider both the historical significance and practical implications of moving the capital back to Bonn. **
